What is a comprehensive plan?
A comprehensive plan is established to serve as a guide as to how a community might develop over a specific period of time. The benefits of establishing an effective plan include more efficient use of tax dollars, increased economic development opportunities, protection of private property rights, transparency in government, and smarter and more informed decision-making.
The Georgia Department of Community Affairs (DCA) and the Atlanta Regional Commission (ARC) administer the Rules of Local Comprehensive Planning for all Qualified Local Governments in Georgia. As a part of this, the city provides annual updates on various activities and periodoc updates to the plan.
When must our plan be updated?
The city operates under our 1992 comprehensive plan. A series of updates, including the 2013 Partial Plan Update, have been prepared and approved by City Council, ARC and DCA. The partial plan update provides an overview of the progress the city has made towards completing the items identified within the Short Term Work Program (STWP) and Capital Improvements Element (CIE).
The plan analyzes existing policies and establishes goals and objectives to create a guide for future decisions, including, but not limited to, residential growth, commercial development, office and industrial development, infrastructure (roads, paths, bridges, etc.). parks and open space, and redevelopment of aging residential, commercial and industrial tracts.
The city must adopt a new comprehensive plan no later than
JUNE 7, 2017
to comply with state requirements.
