Hours of Operation: 8 AM to 5 PM, Monday through Friday except holidays.

The Planning and Development Department is responsible for planning for the the physical growth and development of the city.  In order to fulfill that responsibility, the office prepares and updates the city's comprehensive plan, maintains the zoning and land use maps, reviews and regularly updates zoning ordinances that regulate the use of property, and administers the land development and sign ordinances.

Planning and Development Department Staff are dedicated to managing the City's development in an efficient and equitable manner, balancing the interests of diverse parties, and to provide clear, factual and timely information to the public concerning the planning and development activities within the City.

The Department is part of the Community Service Division, which includes the Building Department , Code Enforcement, and the Planning and Zoning Department. The Department is located on the lower level of City Hall at 153 Willowbend Rd.

The Department is also involved in activities that assist in implementing the adopted policies in the comprehensive plan. These activities include developing a master recreation plan, expansion of the multi-use paths, and revitalizing older communities.  Staff serves as the primary liaison to the Planning Commission, a volunteer board of five citizens,which review and advise on all development plans, and provides recommendations on annexations/ rezoning requests to City Council.
